The government yesterday called for North Korea to withdraw its latest threats toward nonmilitary South Korean aircraft flying through North Korean airspace, calling the gesture an "inhumane" act.

"Issuing military threats against civilian airplanes upholding international flight regulations is not only a violation of international rules, but also an inhumane act that can not be justified," the Unification Ministry said in a statement read out by spokesman Kim Ho-nyoun.

The government also plans to raise a complaint with the International Civil Aviation Organization, a United Nations agency that sets the standards and recommendations on air transportation, according to the Foreign Ministry.

Pyongyang, in yet more moves to arouse tension with Seoul, on Thursday said it could not guarantee security for the South Korean commercial aircraft traveling in its airspace. The North cited the upcoming joint military drill between the United States and South Korea for issuing such a warning.

The two allies are set to start the Key Resolve and Foal Eagle exercise on Monday.

"The warning seems to be part of North Korea's continued attempts to raise tension. However, we need to take note that while the North is known for its negative response toward such drills, it does seem to have adopted a sharper rhetoric," said Kim Tae-woo, vice president of the Korea Institute for Defense Analyses.

Seoul and Washington have expressed that they have every intention of pushing ahead with the drill as it is a defense-oriented exercise, although it does prepare the allied troops against possible North Korean aggression. There is currently a 28,500-strong U.S. military presence here.

Representatives of the United Nations Command, during general-level talks with North Korea yesterday, said the North's threat on airliners was "entirely inappropriate" and therefore should be "reacted immediately."

They also resassured the North that the concerns about the Key Resolve-Foal Eagle exercises are "purely defensive in nature." The multinational command said it also offered "initial confidence-building measures," but failed to elaborate.

The talks ended with the command's proposal for future discussions.

Local airliners are expected to be hit the hardest by Pyongyang's latest saber-rattling move, as they will now have to pass through other routes that will lengthen flight times. Costs are consequently expected to rise by up to 4 million won ($2,500) per flight. Airplanes have until now flown over the North Korean airspace over the East Sea according to a 1997 inter-Korean agreement.
